Yes. The installer asks for administrator rights, and so does the app each time it launches. Most tweaks write to the registry, services and scheduled tasks, and FPS Boost's standby-list trim needs the same permission. The app uses the tools built into Windows (reg, sc, schtasks, netsh and powercfg) and reads the previous value before it changes anything.
Yes. The app checks for a new version shortly after launch and every 6 hours after that, downloads it in the background and shows a banner when it is ready. Nothing installs until you click Restart now or quit the app, and if you are offline the check is skipped quietly. You can also grab any build by hand from the releases page.
